Driving Public Sector Digital Inclusion at Scale

Developing and delivering a fully integrated communications, engagement and training programme.

TMC partnered with Digital Cheshire to concept, create and deliver a fully integrated communications, engagement and training programme designed to improve SME digital capability, support economic growth and increase access to practical business support.

Working across a multi-authority public sector partnership, the campaign combined strategic messaging, targeted lead generation, accessible learning design and end-to-end event delivery to engage nearly 500 businesses over 2 years.

Digital Cheshire is a public sector digital connectivity and inclusion partnership working across Cheshire, Warrington and Halton. Backed by four local authority partners, the programme exists to improve digital access, skills and inclusion for residents, communities and businesses, supporting economic growth and helping organisations make better use of digital opportunities.

The Challenge

Digital Cheshire needed to engage SMEs across a multi-authority region and connect them with practical support that would improve digital confidence, capability and long-term resilience.

The programme had a clear economic purpose: to help businesses make better use of digital tools, strengthen internal skills and reduce barriers to growth. However, the audience was broad and complex, ranging from sole traders to established SMEs across multiple sectors, each with different levels of digital maturity.

TMC’s challenge was to translate the aims of a public sector digital inclusion programme into a compelling, accessible and measurable engagement campaign. Alongside delivery, the programme needed to satisfy local authority governance requirements, meet regional participation targets and demonstrate meaningful value for businesses.

The Approach

TMC developed and delivered a fully integrated programme spanning strategic communications, lead generation, website support, stakeholder management, event delivery and practical digital skills training.

The campaign was structured around quarterly planning cycles, using performance data to refine messaging, channel mix and regional targeting. Activity included email marketing, organic and paid social media, paid search, telemarketing, PR and partner outreach, supported by tailored landing pages and ongoing website management.

Across the programme, TMC delivered 48 masterclasses (24 virtual webinars, and 24 in-person, full-day sessions) and 8 networking events, covering topics including AI, SEO, digital marketing, social media, paid advertising and campaign planning. Sessions were designed to demystify complex topics and give businesses practical, actionable next steps. Live demonstrations, breakout groups, Q&As and guided exercises helped ensure that content was relevant to different learning styles and levels of digital confidence.

As part of the wider communications approach, TMC also developed campaign assets, workbooks, presentation decks, email templates, paid ad creative and event materials. The programme included high-profile sessions with Microsoft, Google and Amazon, alongside collaboration with local authorities, chambers of commerce and regional business partners.

The Impact

TMC exceeded the programme’s original unique business engagement KPI by more than 33%, supporting 500+ unique businesses against a target of 360. The programme attracted 800+ attendees and delivered strong participation across all four local authority areas.

The integrated lead generation campaign created more than 558,000 instances of campaign visibility and 17,700+ measurable clicks across email, organic social and sponsored social activity, supported by 2,900+ personalised telemarketing calls.

Delegate satisfaction demonstrated the quality and relevance of the programme. Across 558 completed surveys, 94% of respondents rated the quality of content as Excellent or Very Good, 90% rated the value to their organisation as Excellent or Very Good, and 97% rated the quality of presenter as Excellent or Very Good.

The result was a high-performing public sector engagement programme that combined strategic communications, accessible content and measurable outcomes – helping hundreds of businesses build digital capability while supporting the wider economic and inclusion objectives of the Digital Cheshire partnership.
